Road Maintenance in Nigeria

Many times I argue with people about the state of a road I know when it was tarred, insisting that the road is good, and even go ahead to pull up pictures and info about the construction and commissioning of the road. All these time not knowing there is no ounce of bitumen or tar left on the complete stretch of road after years of non-maintenance. And I came up with an idea that can help maintain the state of the road, such that once you know a road is built, it stays the same till forever. I thought of a perpetual fund kept aside by concerned individuals from a particular area for road maintenance in a bond, a government backed bond managed by a trust that keeps rebuying bonds whilst the 50% interest accruing from it will be used to maintain roads in the designated area the other 50% is re-added to the principal. One good advantage of being a part of this contribution is that you are qualified to take 5 times your contribution amount as loan at very low interest rate.
